have you tested round the clock?
also, for troubleshooting after traceroute results... and know paths.. maybe testing with free vpn that don't follow those route on those time of day where there might be increased lag.
maybe look with page inspector from browser for its network error warning.. (too many bad requests of some kind).
otherwise it might be hardwired contraints of your location... This might be long shot. and not helpful.
