There are rules for rating refund: only most recent games are refunded. That makes sense: it is not because a player gets caught cheating that he has been cheating all the time.
Ah I see, thanks @tpr . It's just I lost a bunch of classical games to the guy so I thought if he's a cheater I'd get my rating points back, but what you said makes sense.
